A Florida man accused of “terrible” animal abuse at a Polk County rental property where he kept his dogs

A man renting a property in Davenport is behind bars on several charges after officers discovered decomposing and neglected dogs and an illegal dumping site on Sylvan Ramble Road.

According to the Polk County Sheriff’s Office, a property owner who does not live on the property contacted the agency after noticing several dogs in cages that did not appear to be healthy.

When deputies arrived, they said they found two dead dogs in cages and several other dogs in very poor condition and contacted the Animal Cruelty Investigations Unit.

The statement said two dead dogs began to decompose, and a total of nine other live dogs were found on the property. However, all the dogs were in a very difficult health situation and could not stand or walk.

Investigators said there was no food in any of the dog kennels and most of them had no water.

The dogs were captured and taken to Polk County Animal Control for immediate treatment.

PCSO environmental crime detectives also went to a rental property to investigate environmental hazards at the address, including over 400 pounds and 500 cubic feet of solid waste, damaged structures, metal waste and multiple containers containing congealed water, enabling mosquitoes and larvae to breed.

They said there was a burning pile in the middle of the yard, five feet wide, 10 feet long and two feet high, and no active burning permit was issued for the property.

Deputies said Lanoris Parker kept his dogs on Davenport’s property, and when they went to his Poinciana/Kissimmee address to arrest him, they found seven dogs on site.

Deputies added that six of them were locked in boxes in the garage with no air, water or food.

A second investigation was initiated at the Poinciana/Kissimmee home and all seven dogs were seized. According to PCSO, six dogs were also severely and criminally neglected.

“The horrific abuse and neglect these animals suffered is too horrific for words, and the photos do not even adequately describe the pain these dogs suffered, let alone the conditions, sights and smells they were exposed to our detectives,” he added. said Polk County Sheriff Grady Judd. “Lanoris Parker is held accountable for these crimes and we will do everything in our power to ensure he never owns animals again.”

Parker was charged with 15 counts of animal cruelty, two counts of keeping an animal without sufficient food and water, operating an illegal waste dump, burning without a permit and maintaining facilities harmful to health.
